Assess how effective Singapore has been in strengthening food resilience as a way of coping with the effects of climate change. Back up your judgement with suitable examples.

Singapore treats food resilience as adaptation to climate change because it imports over 90% of its food and is exposed to climate-disrupted supply chains. Measures: (1) Import source diversification, with the Singapore Food Agency accrediting supplies from over 170 countries/regions so that a climate shock in one source (e.g. drought hitting a grain exporter) can be offset by another. (2) The '30 by 30' goal, to produce 30% of nutritional needs locally by 2030 through high-tech urban farming, e.g. vertical vegetable farms such as Sky Greens and indoor/rooftop farms that are less weather-dependent. (3) R&D and alternative proteins, e.g. approval of cultured/cell-based meat and investment in food-tech, reducing reliance on climate-sensitive agriculture. Assessment: these have strengthened resilience by spreading risk and building weatherproof local capacity, and Singapore is a global pioneer in urban agri-tech. However effectiveness is limited: local output is still a small share, land and cost constraints persist, high-tech farms are energy-intensive, and dependence on imports remains high. Overall judgement: Singapore has been moderately effective, making real structural progress but still some way from insulating itself from climate-driven food insecurity.
